    Arundel Mills Creats More Slots Drama

    This past Sunday citizens group Stop Slots were collecting signatures at the Maryland City Volunteer Fire Department. Ray Smallwood, president of the Maryland City Civic Association, said, “They were looking for a fight and that’s all they were there for.”  The group gathered in an effort to fight over slot machines installations at Arundel Mills mall. Proponents of the proposed casino disrupted the petition drive aimed at forcing the issue to come to a head with a referendum vote by the people.

    Robert Annicelli, president of Stop Slots, said in a statement released yesterday that some signature collectors have reported “potential interference” from slots proponents. He added, “We are near our goal of reaching the required number of signatures for placing the mall casino zoning ordinance on the November ballot. However, in recent days we have seen an increase in organized activities, which can only be described as attempts to interfere with a successful petition drive.”

    The casino, to be built by Cordish Cos., is going to have 4,750 slot machines at the mall. The County Council approved zoning for the casino, called Maryland Live!, in December, after nine long months of debate. The organization Stop Slots has until February 5th to collect 9,500 signatures. If they manage to get them, they will be allowed to bring the zoning law to the vote in November. Cordish’s managing partner Joe Weinberg said, “My understanding was the meeting was sparsely attended and the only person who raised their voice was a horse industry representative who believes the owners of Laurel are driving the industry further into distress via funding of the petition effort.” Zed Smith, VP of development for Cordish didn’t hide his feelings or his concerns that the effort by Stop Slots could mean trouble for their initiative if they get enough signatures. He half-jokingly added, “We’re hoping for cold weather, freezing temperatures, sleet … anything that could make people not want to open their doors and sign a petition.” Cordish company has already submitted planning documents and is hoping to begin building later this year. If all goes on schedule, the mall with slots should open by 2011.

    Tribal-owned Casinos Argue they Need More Slots

    California has seen difficult times since the recession. The state is looking for revenue and having a difficult time coming up with new options. Tribes that own casinos in the state are having the same financial troubles. Tribes are complaining that their numbers are down and their taxes to the state are to hefty to manage as a result. They say that since the recession their numbers have dropped significantly and have yet to return to anywhere near where they were before the economic meltdown. For this reason, most are projecting that their revenue will continue to struggle until the economy returns to its normal state.

    Experts are predicting it will take months, even years, for the economy to return to its pre-recessionary condition. Although analysts project that there should be visible signs of improvement by mid-2010, that doesn’t mean that industries of real estate and lending will return to normal any time soon. In fact, they are projected to continue being depressed until well into 2011. Expert Judy Duden, of Economy.com said, “The unemployment rate needs to level off before any major changes will be seen in the banking, lending or real estate industries.”

    Tribal leaders in California also are requesting for an expansion of their slot machines. They believe the added revenue is the only thing that will reinvigorate their own revenues. State administrators however have other plans. They argue that more slot machines would lead to traffic congestion and a spike in crime, and they said that with the numbers down they can’t handle more expenses.     Maryland Debates Slots Monitoring System

    Maryland has decided to implement the slot machine monitoring system that was proposed recently. The Board of Public Works voted to approve the contract and it could reach a total price of $38.9 million. Comptroller Peter Franchot was the only one who was not in support of the bill. His main argument was that legislators shouldn’t be able to sign a contract with a company that hasn’t performed their duty yet. Slot machines aren’t even in the state yet and the Board is making moves to monitor it…and spending money in the process.

    Slots machines are up for debate within the state. Like other states that are still weighing out the options, its coming down to two sides. One side believes that slots are the only way to bring in the much needed money the state requires to make the 2010 budget. On the other hand, the more ethically-based side believes that bringing slots into the state will only add to addictions, crime and corruption.

    Regarding the move to monitor slots, both Governor Martin O’Malley and Treasurer Nancy Kopp both voted for it. They came under criticism though because people argued that if they don’t yet have slots, what is the purpose of setting up a monitoring system for them? Where is the money going to come from? And, how wise is it to make the move to bring in a high-priced monitoring system when the things it is set to monitor aren’t even in the state yet?

    Franchot has long argued the above questions and has a good group of supporters. They believe that the new Public Work’s deal is premature. They also wonder about the hefty cost to implement it and if it is the wisest decision since the state is struggling so much after the recession. The recession left all states at a disadvantage when it comes to funding. Most states are being forced to cut back on various budget items like public works programs, infrastructure revamping and education. There are little options when it comes to funding for 2010 and slot machines are almost everyone’s hope when it comes to meeting the budget needs.
